There's the core problem: those pushing the "just give 'em money" idea always focus on forcing others to give money ... they won't proactively act on their own opinions by giving away large sums of their own money.

I support this, and I already give a good amount to charity and would definitely give to a government or private program that did this.

I guess you don't have sense of humour...
